Hello,

what is the best (cheapest) way to get level 9 players (that are still young , under 25 yrs)?

You need to find someone who is selling them cheap, maybe look in the market for someone who is willing to sell them at at least 2/3 value price. I know of one such person who has 5 level 9's on the market right now.
