this user you reported is clear.
Take a look at the news from 23.03.2011.

You´ll find:
Hello 11x11 Community,

we just like to use this moment to tell you, that we added a new phrase to the rules section:

"4.9 transfering, renting, exchanging players on "allowed" multi-accounts (same IP). Also trying to ignore this rule by "using" a third person for transfering players."

Please note, that we will ban users, who break this rule for at least 2 months. For all other transfer activities we won't add bans anymore. If somebody likes to use the transfer market for giving another user some money, it is his decision, as it is his money.
Please note, that this is not allowed for users on same IP.

This is not given in this case, the player is the only one on that very IP he plays from, so here is no rule break to find.
