Decreasing of money transfer, my money from transfer was cut. Options

I have sold 2 my players and the money that I've got was cut.
for the 1st player, I sold it 30,400 but I only got 12.016. it was cut 18.384 from the real prize.
for the 2nd player, I sold it 145.200 but it was cut 23.708 and I only got 121.492.
It only happened for my last 2 players that I've sold.
please give me an answer!

Scout 1 allows you to get 3x the player's value, and scout 2 4x the players value. If you have no scout, you will only get 2x the player's value. Even if you sell it for 4x his value, you only get 2x.
