Boosters issue? Options

Why boosters obtained by the referral method (50 wins for the referral equals 5 boosters and 150 wins for the referral equals 10 boosters) cannot be exchanged into game money?
The referrals worked hard to get those wins and it seems there's a limitation there, frustrating the manager. It's my merit that my referral had 50 or 150 wins so why I don't get full rights to use those boosters the way I feel right?

You should have tools for the Support to prevent multi-accounting, tracking the IP's/cookies wouldn't be a problem in my opinion. A cheater always gets caught, sooner or later... I still believe you're going in the bad way with this option.
PS. I bought VIP for a month, but I surely wanted those money.

This has been tried already, its not like this site is doing anything without knowledge.

by the way... if you bought boosters and got some via referral, ones that are free will be used first, leaving you with the boosters you bought to exchange for money.
