Free Agents - Talent vs Age Options

Hi, everyday i check the free agents tab to see whether there are any good players. I have managed to save 11000 pounds. Just wondering i know players with 6,7 and 8 talent are the best but at what age should i buy these players and say if the players are between 17-23 what skill level should i buy them for.

E.g. There is a player in the free agents at the moment:

Age 23, Talent 7, Skill 55, Price 2,123

As the player only has 55 skill at the moment is it worth buying him for that money?

Also how often do they age? Is it every yeaear? Thanks for your help
