why doesnt transfer do the time for a transfer for 5 mins instead of an hour so if u wanted to buy a player of another user, no one can have the player from you

There must be the possibility for everyone to get player XYZ so it´s needed to be a appropriate time for user to bet on players. By reducing the time to 5 mins it will be used for pushing transfers ...

For fair transfers between several user there is allready the exchange function, so you can be sure that nobody else than USER XYZ is able to get your player.
